the stand. he still has not cross examined any of them. nbc's mark potter is outside the courthouse in texas. he joins us. mark, that was one of the other points of outrage for some people is that hasan would be in a position to cross examine some of the very people he's accused of shooting down that day. he's not done so so far. what else are you seeing in court today? >> reporter: well, aside from the argument you were talking about, it will go to an appeals court, it was very dramatic testimony as soldiers and former soldiers took to the stand to describe what happened on november 5th, 2009, when 13 people were killed here, 31 were injured in this rampage shooting at a processing center. soldiers, former soldiers told of seeing others being shot, hearing them scream, watching them die, being shot themselves. it was very, very dramatic. one of them, staff sergeant michael davis, said that he heard a young woman screaming out, my baby, my baby, my baby. and we know that a 21-year-old soldier, francesca velez, private first class from chicago was shot and killed. she was nine weeks pregnant.

and into southeastern great lakes region. in fact, we have one tornado touchdown reported in texas from this system. tomorrow it's going to be widely spread across much of the eastern half all the way from texas/oklahoma panhandle into new england states. the big apple, d.c., boston, these are the areas that you will find drenching rain that could lead to flash flooding and we can't rule out the possibility of tornadic activity. towards the south, still sizzling hot at houston, 38 degrees. although the humidity level is still very low, 5% in some areas and windy as well. so if the dry thunderstorms across this area ignites wildfires, that's going to be widely spread. extreme fire danger taking place again here. in europe the heat still prevails. the jetstream is still meandering down to the south in the west and to the north in the east. it is bringing severe weather across this area. this has already ignited funnel clouds in germany and hail have been reported, winds of has been reported in czech republic. it will be continuing this way. but we're still talking about the heat which is covering eas

gas reduction and that's it, an unbundled rec from a wind farm in texas is going to lead to the same amount of carbon reduction as an unbundled rec from a wind farm in the delta or solar panel in san francisco. however, if your policy goals include local air issues, local job issues, economic development, then it does start to matter where the rec comes from. again, it doesn't necessarily matter if it's bundled or unbundled, but it does matter what type of resource it was associated with. that gets you to the california law, which it does apply to any cca that's created up to 33%. from that, the recs, there's three buckets in there, the two most important buckets are bucket 1 and bucket 3. bucket 1 says it has to be an unbundled or a bundled transaction from a facility that can deliver electricity in the california or located in the california. so, no unbundled rec in bucket 1. bucket 3 is unbundled recs and some other things in there, and the percentages that are attached to those over time, most importantly by 2020 no more than 10% of unbundled recs can be in that 33% procurement.

accused of gunning down soldiers in fort hood, texas. nidal hasan is facing a number of charges for the shooting that killed 13 and injured 32. his backup lawyers have now been asked to withdraw from the case. they say his son is working with the prosecution to achieve the death penalty. hasan is representing himself. he's asked few questions of the witnesses who saw the 2009 attacks. some of them who were shot by hasan. >>> in the meantime up to boston we go where the jury is still deliberating in the racketeering trial of james "whitey" bulger. the jury must sort through stacks of evidence, including crime scene photos, forensic images, guns, even bulger's informant file. the alleged mob boss is accused of 19 murders along with a number of counts of extors torgs and money laundering. >>> the maryland general assembly created a task force on juvenile court jurisdiction. they're meeting today and the whole reason is is to begin looking at the laws on dealing with young criminals, including how to reduce the number of kids in adult detention centers and prisons. a final report

of texas where a violent shooting spree kills four people and leaves four others including two boys hurt this morning. police say one man now behind bars is responsible for two shootings, one in dallas and one just seven miles away in desoto. police say the gunman opened fire inside a home in dallas about 10:30 last night. when police got to the scene, they found four people with gunshot wounds. two were pronounced dead right there. authorities say the same man fled to nearby desoto where he opened fire wounding two others. lerlene smith says her daughter and granddaughter are among the dead. >> i came back in, went to mia's room, and that's where i found her mother lying in the doorway. everything he was throwing. i don't know what he was doing. hopefully they didn't suffer long. >> so sad. smith says the shooter was her daughter's boyfriend. he was arrested at that second scene. no word yet on the condition of the other four victims. >>> oakland police continue to gather information as they look into the disappearance of sandra coke. officers left her home with two bags of evidence yes
